By Belize Live News Staff: Prime Minister John Briceño has confirmed that he received the Police Department’s investigative report regarding the Budna matter from Minister of Home Affairs, Hon. Kareem Musa, on Friday, September 5, 2025.
The Prime Minister deemed the report incomplete and unsatisfactory. As a result, Commissioner of Police Dr. Richard Rosado has been directed to proceed on a forty-five (45) day leave of absence, effective immediately. Deputy Commissioner of Police Bart Jones will serve as Acting Commissioner during Rosado’s absence.
According to the Prime Minister, the decision is necessary in light of the high level of public concern and the serious allegations against the Police Department. Both Dr. Rosado and Mr. Jones have pledged their full cooperation to ensure the department continues to function smoothly during this period.
The Prime Minister also confirmed that, as of September 7, 2025, Police Officer Barrington Flowers has been placed on interdiction based on information gathered in the preliminary report. Acting Commissioner Jones has recommended that Deputy Commissioner Suzette Anderson take charge of completing the investigation. A full report is expected by the end of this month.
“Today’s decisions are a result of public information and the preliminary report regarding the Budna matter,” Prime Minister Briceño stated. “Commissioner Rosado is acknowledged for his readiness to commence on a leave of absence to allow the Budna investigation to be completed free from any suggestion of conflicts or influence. The rule of law and the reputation of the Police Department are of foremost consideration.”
The Ministry of Home Affairs and the Police Department will continue to provide periodic updates as the investigation progresses.
