Cabinet shake-up: Briceno reassigns key Ministers in bold move

By Belize Live News Staff: Prime Minister John Briceño has officially announced a major reshuffle of his Cabinet, reassigning several key ministers as his administration moves into the latter half of its term. The changes, which take effect on Monday, November 17, 2025, are described as one of the most significant adjustments since the administration took office.

In the new structure, Henry Charles Usher will take the helm at the Ministry of Home Affairs and Enterprise. Kareem Musa, who previously held the Home Affairs portfolio, will transition to lead the newly configured Ministry of Immigration, Governance, and Labour.

In one of the most substantial changes, Francis Fonseca will now oversee an expanded “super-ministry” combining Foreign Affairs, Foreign Trade, Education, Culture, Science, and Technology. He will be supported by Ministers of State Hon. Marconi Leal Jr. and Hon. Ramon Cervantes.

Other notable assignments include Florencio Marin Jr. taking on Public Service and Disaster Risk Management. Andre Perez remains at the Ministry of Blue Economy and Marine Conservation, and Thea Ramirez continues to lead Human Development, Family Support, and Gender Affairs.

Several ministers will remain in their current portfolios, including:

Jose Abelardo Mai at Agriculture, Food Security, and New Growth Industries, supported by Minister of State Alex Balona.

Anthony Mahler at Tourism, Youth, Sports, and Diaspora Relations, with Minister of State Devin Daly.

Michel Chebat at Public Utilities, Energy, and Logistics, alongside Hon. Gilroy Usher.

Anthony Sylvester, who continues as Attorney General.

In a key administrative change, Ambassador Stuart Leslie has been appointed as the new Cabinet Secretary and Chief of Staff.

A statement from the Prime Minister’s Office said the adjustments are “designed to strengthen governance, improve coordination, and enhance delivery” as the administration pushes forward with its national development agenda. These changes come after weeks of public speculation about internal realignments within the Briceño administration.
