By Belize Live News Staff: Belize has taken a significant step toward strengthening its national climate framework following the House of Representatives’ approval of the second and third readings of the Climate Change and Carbon Market Initiatives Bill, 2025 on November 20. The Ministry of Sustainable Development announced the milestone on December 1, highlighting the legislation as a central pillar in modernizing the country’s climate governance system.
The new Bill creates the institutional and legal foundation for planning, coordinating, and monitoring national climate action. It emphasizes improved transparency, stronger climate resilience systems, and enhanced governance mechanisms to ensure Belize delivers on its national and international climate commitments.
Once enacted, the legislation will increase national access to climate finance, support data-driven decision-making, and introduce safeguards for communities and landholders involved in future climate-related projects. The Bill also lays the groundwork for Belize’s participation in emerging carbon market mechanisms, with operational details to be developed through subsequent regulations.
Minister Orlando Habet described the legislation as a crucial advancement for the country, stating, “This legislation provides Belize with the tools to protect its people and natural resources while positioning the country to take part in emerging climate and carbon market opportunities.”
