No licence, no insurance, no registration: rider charged in capital

By Belize Live News Staff: The checkpoint asked for one document. Then a second. Then a third. The motorcycle had none of them, and its rider left Cemetery Road under arrest.

The Department of Transport reports that a traffic warden running a vehicular checkpoint in Belmopan’s Maya Mopan Area stopped a woman on a black motorcycle at about 8:10 p.m. on Thursday, July 23, 2026, as part of routine documentation checks on the public road.

The first question settled quickly: asked for her driver’s licence, the rider said she did not own one. Offence number one, and a caution.

The motorcycle itself supplied the rest. Checks revealed the bike carried no insurance and no valid licence either, completing an unwanted trifecta, unlicensed rider, uninsured machine, unregistered vehicle. She was cautioned again, arrested, and taken to the Maya Mopan Precinct.

There she was identified as Francine Vanessa Recinos, 32, self-employed, of the Salvapan Area of the capital. She was read her rights, and that same date was formally charged with all three offences: driving without third-party risk insurance, driving an unlicensed motor vehicle, and driving without holding a Belize driver’s licence. She chose silence when cautioned after the charges.

Bail came in at $500, with a 9:00 a.m. appearance set at the Belmopan Magistrate Court for Wednesday, July 29.

The standard reminder applies: Recinos is presumed innocent unless and until the court says otherwise.

But the checkpoint’s lesson rides free for everyone. Third-party insurance exists for the day things go wrong, and it protects the other person, the pedestrian clipped at a junction, the rider knocked into a drain. Every uninsured vehicle on the road carries that risk on everyone else’s behalf. Three charges from one stop says the Department of Transport has noticed, and Belmopan’s riders should consider themselves advised.
