By Belize Live News Staff: Prime Minister John Briceño has announced a major Cabinet reshuffle that sees Kareem Musa reassigned from the Ministry of Home Affairs to head the Ministry of Immigration, effective November 17, 2025.
The Home Affairs portfolio, which oversees the Belize Police Department, National Forensic Science Service, and internal security, will now fall underHenry Charles Usher, who takes on the newly consolidated Ministry of Home Affairs and Enterprise.
Musa’s reassignment marks one of the most significant changes in the Briceño administration’s reshuffle. The move comes after months of public scrutiny surrounding crime and law enforcement challenges across the country. As Minister of Immigration, Musa will now oversee border management, nationality, and passport systems—a shift from internal security to administrative governance.
Meanwhile, Francis Fonseca will reportedly return to lead the Ministry of Education, while Jose Mai loses the Enterprise portfolio but gains New Growth Industries under his expanded Agriculture Ministry.
Political observers say the shake-up reflects a strategic realignment by the Briceño government aimed at boosting performance and refocusing ministerial priorities ahead of next year’s budget cycle.
Musa, who previously served as Minister of Home Affairs and New Growth Industries, will continue to play a key role in the administration but within a new mandate centered on immigration modernization and reform.
The reshuffle also confirms that Ambassador Stuart Leslie will serve as Cabinet Secretary and Chief of Staff.
