What the new Rural Trade License means for village businesses

By Belize Live News Staff: Rural business owners across the Cayo District are being urged to prepare for a significant change, as the government’s Rural Trade License is set to come into force in January 2027.

The Ministry of Rural Transformation has written to village council chairpersons in Cayo to confirm that the temporary hold on the Rural Trade License has been lifted and that the measure is now approved for rollout. The Ministry says it is facilitating applications and has asked chairpersons to notify all business owners in their villages so that everyone is ready and in compliance when the new rules take effect.

So what does it mean? In simple terms, businesses operating in villages will now need a trade license, something that was previously required mainly of businesses in the towns and cities. The idea behind the change is to give village councils their own source of income, since the fees collected are meant to stay in the rural communities and go toward funding local services and development.

How much a business pays will depend on the size of the space it actually uses to operate, known as the productive footprint. Under the framework set out in the law, the smallest businesses, generally those under 600 square feet, are expected to be exempt. Mid sized operations would pay set flat fees, while larger businesses would be assessed based on rental value, and the system includes a ceiling so that no rural business is expected to pay more than $2,000.

Supporters, including village council representatives, have welcomed the move as a long awaited boost for rural finances. At the same time, some business voices have cautioned about the impact of adding new costs on small operators. With the start date now set for January 2027, the Ministry is encouraging business owners to get informed early.
