Belize to become US “Safe Third Country” under new migration deal

By Belize Live News Staff: Belize is set to play a new role in regional migration management as the government finalizes an agreement with the United States to act as a “Safe Third Country.” However, officials stress that this will not mean opening the floodgates. The deal, as explained by Foreign Affairs Minister Francis Fonseca, is built around strict conditions designed to safeguard Belize’s interests and sovereignty.

Fonseca explained that the agreement includes an unqualified veto allowing Belize to reject any transfer it deems unsuitable, as well as restrictions on nationalities and a cap on the total number of asylum seekers accepted each year. The accord will initially run for two years, with both countries retaining the right to terminate or suspend it at any time with written notice.

The minister emphasized that Belize demanded financial and technical support to build institutional capacity for managing asylum seekers, recognizing that the country’s resources and population size present real limitations. Fonseca said, “We insisted on these safeguards because they are necessary given our capacity constraints and the unique characteristics of our small country.”

The Foreign Minister reassured the public that the agreement fully aligns with Belize’s international humanitarian obligations while ensuring national security remains uncompromised. The deal is also expected to undergo legislative adjustments before full implementation.

This development follows months of negotiation and debate, as the government previously expressed hesitancy about accepting asylum seekers redirected from the United States.
