Transport CEO scrambles to restore driver’s license system after unpaid fees halt renewals

By Belize Live News Staff: A licensing crisis is unfolding at Transport Department offices across Belize, where no new driver’s licenses are being printed. The culprit isn’t a system breakdown—it’s unpaid program fees owed to a foreign developer.

The Belize Motor Vehicle Registration and License System, developed in 2018 through a Taiwanese partnership, has been suspended because the Ministry of Transport failed to pay the developers. The unpaid fees, held in a special account outside of government control, were never transferred, effectively shutting down the system.

Now, drivers renewing their licenses are receiving only receipts—no physical cards. Chester Williams, the new CEO of the Transport Ministry, is trying to clean up the mess. “The system is crucial to national transportation,” he said, adding that the non-payment has cut off interconnectivity between national and municipal traffic databases.

Williams says he only became aware of the issue recently and is now working to restore contact with the developers through the Taiwanese Embassy. “We want to clear the arrears and get the system back online,” he said, emphasizing the need for improved coordination between transport departments.

Until the issue is resolved, receipts will serve as temporary proof of license renewal. Williams has asked police and municipal officers to honor these receipts as valid while the Ministry works toward a fix.
